一、论坛宗旨
论坛主题将紧密围绕“ 21 世纪煤炭·能源·环境·和谐发展”，以科学发展观为统领， 以高起点、高层次、高水平的高新技术和新商务知识集成交流为目标，通过国际间、省际间煤炭 · 能源新产业与环境和谐发展的知识交流，进一步提高山西省在国内外的影响力，为我国乃至全球煤炭、能源与环境的和谐发展起到积极的推动作用。

三、主要内容
高峰论坛由“ 21 世纪煤炭·能源·环境·和谐发展论坛”“洁净能源创新发展论坛”“煤炭新产业与资本化论坛”三个核心论坛组成。
“ 21 世纪煤炭·能源·环境·和谐发展论坛”将邀请国家商务部、科技部等部委领导，山西省政府领导以及国外嘉宾围绕能源、环境和和谐发展等方面进行主题演讲。
“洁净能源创新发展论坛”将邀请国内外知名专家、学者，围绕 可再生能源发展现状与前景、国际煤矿瓦斯资源综合开发与利用、 CO 2 地质封存技术、以煤气化为基础的多联产技术创新 、 清洁能源创新与技术标准 、 以企业为产学研主体促进洁净能源创新发展、低碳经济与清洁能源创新、清洁技术投融资在全球的发展、煤层气开发利用的现状与前景、高效低污染发电技术的现状与未来、煤炭液化开发现状与前景 等专题进行演讲。
“煤炭新产业与资本化论坛”将邀请国内外知名专家、学者，围绕煤炭 煤炭资源资本化、煤炭交易市场化、煤炭企业资源证券化、中国煤炭价格指数与期货市场的建立、煤电价格现行政策与实践、煤电一体化趋势与改革、国内外煤炭中长期供货与价格预测、煤炭行业资源整合与兼并、保险业创新服务与煤炭行业安全市场化探讨、汇率风险与煤焦化产品进出口策略、金融业服务煤炭储运物流的探讨、民营煤焦化工企业上市与融资、山西能源产业基金及晋商银行筹建报告、国家环保新政对能源产业的影响、新时期招商引资新思路 等专题进行演讲。

The Second China ( Taiyuan ) International Coal & Energy New Industry Expo Summit Forum
Summit Forum of China (Taiyuan) International Coal & Energy New Industry Expo 2008 (CICEN Expo 2008) is the grand symposium on coal and energy industry, sponsored by Shanxi Provincial People's Government, the Ministry of Commerce of the People's Republic of China and the Ministry of Science and Technology of the People's Republic of China, and organized by Shanxi Science and Technology Department and other relevant departments directly under Shanxi Provincial People's Government. This Forum shall fully embody the features of state level, internationalization and professional specialization. The national leaders, the relevant leaders of ministries and commissions, provincial, municipal and autonomous region leaders, representatives of foreign governments and international organizations, entrepreneurs, financiers, experts and scholars of universities and scientific research institutions both at home and abroad shall be invited to attend this Forum. This Forum shall become a platform for integration, promotion and exchange of new technologies, new ideas and perspectives and new information, and a platform for win-win cooperation and development of Forum participants.
1. Aims of Forum
The theme of this Summit Forum is to focus on “Coal, Energy, Environment and Harmonious Development in the 21 st Century”, follow the guidance of the Scientific Outlook on Development, aim at interactive and integrated exchange of high and new technologies and new business knowledge, further enhance Shanxi's influence both at home and abroad by the means of international and inter-provincial exchange of knowledge on harmonious development of coal and energy new industry and environment and play a positive role in promoting China's and world's harmonious development of coal, energy and environment.

3. Main Contents
This Forum consists of the following 3 core forums---Forum on Coal, Energy, Environment and Harmonious Development in 21 st Century, Forum on Clean Energy Innovation and Development and Forum on Coal New Industry and Capitalization.
The Organizing Committee, CICEN Expo 2008 shall invite the leaders of Ministry of Commerce, Ministry of Science and Technology, P. R. C., and Shanxi Provincial People's Government, and foreign honored guests to attend the Forum on Coal, Energy, Environment and Harmonious Development in 21 st Century and deliver the theme lectures on energy, environment and harmonious development.
The Organizing Committee, CICEN Expo 2008 shall invite the noted experts and scholars both at home and abroad to attend the Forum on Clean Energy Innovation and Development and deliver the theme lectures on present situation and prospect of renewable energy development, comprehensive development and utilization of coal mine gas resources worldwide, CO 2 geological storage technology, technical innovation of coal gasification-based poly-generation, clean energy innovation and technical standards, promoting the innovation and development of clean energy with the enterprises as the core of the “Production-University-Research”, low-carbon economy and clean energy innovation, global development of investment and financing in clean technology, present situation and prospect of coalbed methane development and utilization, present situation and prospect of power generation technology with high efficiency and low pollution, present situation and prospect of coal liquefaction development.
The Organizing Committee, CICEN Expo 2008 shall invite the noted experts and scholars both at home and abroad to attend the Forum on Coal New Industry and Capitalization and deliver the theme lectures on capitalization of coal resources, coal trade marketization, securitization of coal enterprises' resources, establishment of China's coal price index and future market, the existing coal and electricity price policies and practices, trend and reform of coal and electricity integration, mid-term and long-term coal supply and price forecasting, coal enterprises' resources integration and merger, exploration on innovation services of insurance industry and marketization of coal industry safety, exchange rate risk and import-export strategy of coal products, coke products coking coal products and coal chemical products, exploration on providing services to coal storage, transportation and logistics by financial industry, listing and financing of private-owned coal, coke, coking coal and coal chemical enterprises, report of preparation for establishment of Shanxi Energy Industry Fund and Shanxi Merchants' Bank, new national environmental protection policies' effects on energy industry, and new ideas of investment attraction and promotion in the new era.
